Deficit or surplus
When outlays exceed revenues (deficit) or fall short (surplus) in a fiscal year.
What this means
A deficit means the government spent more than it collected that fiscal year and borrowed the difference. A surplus is the opposite. Deficits add to debt held by the public over time; they are a flow for one year, not the stock of all past borrowing.
