Budget concept

Debt held by the public

Treasury securities held outside the government itself.

What this means

Debt held by the public is what investors, the Federal Reserve, foreign governments, and others own. It excludes intragovernmental debt (what one federal account owes another). It is the stock of borrowing, while the deficit is a yearly flow.
