Budget concept

Net interest

Interest the government pays on its debt, minus interest it earns.

What this means

Net interest is the cost of borrowing. As debt rises and interest rates change, this line can grow even when program spending is flat. It is neither discretionary nor a traditional benefit program.

Related

  • Debt held by the public

Treasury securities held outside the government itself.

  • Deficit or surplus

When outlays exceed revenues (deficit) or fall short (surplus) in a fiscal year.
