Undistributed Offsetting Receipts

What this means
Offsetting receipts are collections recorded as negative outlays in budget accounting. “Undistributed” means they are not assigned to a single agency line in this presentation. Large negative amounts here are bookkeeping offsets, not a program that “spends less.”
